I assume you're asking about attending SIPit?

Watch www.sipit.net, www.sipforum.org, and/or any of the SIP  
development email lists for an announcement of the opening of  
registration. That will happen sometime early next year.
In the meantime, look through the information at www.sipit.net,  
particularly the page for first-time attendees.
