[SIPForum-discussion] Issue to use Tag

To make the dialog more unique globally(as to tag is appended by 'Callee' and from tag is appended by 'Caller'.so both make the things globally unique).
Also in case of forking there will be more than one dialog having same 'from-tag' and 'call-id' but 'to-tag' will be different.
