[SIPForum-discussion] Why does SIP Registration do not create a dialog?

Dialog is a concept and be used to identify different sessions between two
UAs.
Registration do not establish a session, so it does not need a dialog.

Just Invite request can initiate a session, so only 2xx and 101-199
responses with a To tag, where the request was INVITE, will establish a
dialog as per RFC3261.
