[SIPForum-discussion] Are "<" and ">" mandatory?

Go read the section in 3261 on To: and From:
basically the <>s have to be there in any production rule that uses
name-addr when the name part is non-empty or the addr part contains
certain characters.
Use the spec to find the details.
