Hi Moh,

Which ever party wants to initiate a T.38 session shall send Re-INVITE
(supporting T.38 codec in m line and ports) after the initial session setup.
Initial setup may be setup on G.711 PCMA and thereafter whichever party
wants to send fax sends a re-INVITE stating t38 media codecs.
