That is correct to a lot extent. I say this because it depends on how the UAS is configured. If the UAS is configured to accept traffic from any IP then it doesnt matter what the IP of the UAC is, but if the UAS is configured to accept traffic from just one or few particular IPs then yes a static IP would be needed. In majority of the Peering scenarios you would see that the second type of UAS configuration is deployed.(ie to accept traffic from just known IPs)

Yes that is correct, UAC can send invite to UAS without REG. It is peer to peer scenario as in one service provider sending traffic to another as per terms that would have been laid out in an agreement. REGISTRATIONs are needed more in say residential scenario where the phone declares that its exists at a certain IP through the REGISTRATION message. That way the service provider can deliver the calls back to the phone.
