[SIPForum-discussion] unnecessary 183 session progress

Hi All,

I have one situation here.
This is my call flow scenario is as below.

UA1 -----> SBC -----> SS -----> MGW ----> Operator 1

When, Operator 1 is dialing less numbers, Softswitch is not responding "484
Address incomplete" directly, but first it sends 183 session
progress(without SDP) and then it sends "484 Address Incomplete"

Is this correct behaviour according to standard? Should not this calls have
been rejected directly?

I am attaching messages between SBC and SS. Please reply.
