Hello

Correct behaviour should be from header with anonymous and RPID or PAI with
 the number and privacy indicator.

I can suggest you to check the RFC 3398 and Q1912.5 ç

RFC says that

If the
   presentation indicators are set to 'presentation restricted', then a
   special URI is created by the gateway which communicates to the far
   end that the caller's identity has been omitted.  This URI SHOULD be
   a SIP URI with a display-name and username of 'Anonymous', e.g.:

   From: Anonymous <sip:anonymous at anonymous.invalid>



Also Q1912.5 table 27 also indicates that type of mapping.
