[SIPForum-discussion] diff between req URI & To header

In otherway:

A SIP Proxy (statefull) can legitimately modify following these header
fields.

*Request URI*
Via
Record Route
Route
Max-Forwards
Proxy-Authorization.

But not *"To"* header.

Only exception is B2BUA.
