Hello Karthik

1. What is the true meaning of min-se and session expires timer?

both header are related to each other.

In the request if session expires values is small(according to the UAS)
then UAS send the error code "*422 Session Timer Interval Too Small" *with
min-se header, means sending his min session expire values.* *

2. Is it legal to increase the min-se timer or session expires timer higher
than the default of 1800 sec?
Yes, you can increase the value of min-se or session expire.

min value is session-expire: 90 secs
recommended is session-expire: 1800 secs

if you want more detail please check out RFC 4028(section 4).
