Hi,
 
Slow start or Fast start terminology applicable for H.323 protocol. In
interworking components where SIP and H.323 exist, H.323 Setup message
can have OLC information and this results in INVITE with SDP in SIP
Protocol. Fast start can be treated as Early media and slow start can be
interpreted as media established after SIP Threeway handshake
(INVITE/200OK/ACK). 
 
Fast Start: H.323 Setup contains media information. This results in
INVITE with SDP. 
Slow Start: H.323 Connect message has OLC. In this case, explicit OLC
message generated after Connect message. Slow start results in INVITE
without SDP.
