Nope, although a lot of us wish it were.  A REGISTER does not create a dialog for a Notify to be in, and does not create an implicit Subscription either.  Of course there's no protocol police to stop you from doing it in a private environment, but some Proxies/SBC's will block it if you try to use it elsewhere.

What you could/should send instead is a PUBLISH, since that's both legally outside of a dialog and is arguably the semantic most people mean when they send out-of-dialog Notifies.  [But it's much more common to use Notify than Publish.]
