OK? Sort of. Really bad form and likely to have lots of  
interoperability problems? Most likely. For example, there are UA's  
(phones) that when they get an unsolicited NOTIFY, they crash.  
Moreover, it's a DDoS invitation to allow a UAS to receive unsolicited  
NOTIFIES. In most cases, the two SIP messages to establish a  
subscription really, really is not much of a burden to do it right.
