Hi,

I think the easiest one to implement server side logic would be SIP Servlet
technology
for the client side I would suggest JAIN SIP API. Both are available in
different open source distribution.
NIST JAIN-SIP for JAIN SIP API and sailfin a SIP Servlet container.
