Yes I agree.  I guess what I am saying is the initial intention of the re-invite.  Of course it is now also used as a keep alive mechanism.  So to be more clear, I have seen cases where a vendor sent a re-invite that was NOT a keep alive, in which no change was made to the SDP.  This is not "illegal" but in my opinion it breaks the spirit of the original intent.

The purpose of the re-INVITE is not only modifying the media characteristics, but also refreshing the SIP sessions as per RFC4028. For the latter aim, the SDP payload is not needed but I am not sure if it is required by other RFCs.

 I knew that in an initial call set up we can send INivite without SDP and in 200 OK we get SDP from the far end and we can ack with SDP...
 
 I didnt know that we can have the same in reinvite..

You are corrected.

You solicit an SDP offer using a Re-INVITE without SDP. The OK should
have the SDP offer and you ACK with SDP to complete the 3-way

handshake.
