1*3 means - at least 1 and max 3. For details regarding DIGIT, please check out section 3.4 of RFC 2234.

IPv4address    =  1*3DIGIT "." 1*3DIGIT "." 1*3DIGIT
"." 1*3DIGIT

So what is the range for each field.

1*3DIGIT ==
