Hi,

No 200 response doesn't have to contain Route Header.
CANCEL is a "hop-by-hop" request because it is
responded to at each stateful proxy. It MUST include Route Header
so that stateless proxies are able to route it.
Stateful proxies don't need Route header because they have the state of the
transaction. Stateful proxy responds to a CANCEL, rather than simply forwarding
a response it would receive from a downstream element.
