[SIPForum-discussion] Regarding To-Tag in 180 Ringing

Hi,

Generally there "should be" a To-tag in the 180 response which is an
local tag for the dialog at UAS, except it is an early dialog in this
case, but To tag isn't mandatory.
The To tag (an early dialog creation) is needed if the UAC needs to send a
request to its peer within the dialog before the initial INVITE
transaction completes,
so it is better to put it in the response.
