That depends on your requirements. For instance, is this a bulk call test for the core/edge network, or measuring QoS performance across a DSL or T1 line? 

For a bulk test, you could use something like IxLoad/IxVoice from http://www.ixiacom.com/, or an Abacus from http://www.spirent.com/analysis/technology.cfm?media=7&WS=325&SS=111&wt=2 

For testing last mile connections, you could use something like MyVoIP from http://www.myvoipmcs.com/index.html 

If you're looking for something open source, you could use the UDP test functionality of IPerf. This is not quite as nice as other solutions, but it would give you UDP jitter and packet loss. 

Another possible solution is using Wireshark and an IP phone / SIPp. If you capture the RTP streams at both ends of the calls you can analyze the jitter and packet loss.
