I think you are right .But I test this case use my lab, The flow is as follows

 

The subscriber is deregistered. I know there is a reg-min in sip. Why does the server send 423 interval too brief message?

The server should send 401 response and once again UE will send Register message with the expire header 0 , so that the UE should get unregistered.
This is the default behavior  of the server.
