[SIPForum-discussion] Ringing / Session Progress (180/183)

Partially correct.  The key is whether or not there is
SDP.  The old rule of thumb was that if SDP is present
then listen inband for ringing, tones, or
announcements.  If no SDP then phone provides ring
tone.  This rule has somewhat changed by RFC3960.
