  The CANCEL would be generated by a stateful proxy and the caller.In  fact,it is not the callee but rather the caller alway used it.If 
  he want to give up a long waiting for call, he will send the request. While the BYE can be uesd by both caller and callee to terminate a call,however,the first is a specific session should be existed.
