  I think you are right. Because I had checked a number of call flows and read your comment on this issue again, The F3 200 OK with SDP is not corrected.  The answer SDP should be carried within PRACK. Thank you very much for help me find the Bug!
   
  Furthermore, I want to inquire another problem about SDP exchange:
   
  If the SDP answer reject the media stream and set the “m=” line port value to zero. So the SDP exchange is failure. . 
  I WONDER: In that case, will the session between UA and UB be terminated or just the media negotiation end and the dialog still keep connect?

  What I had mentioned 180/ACK modle is a flow with SDP negociation like this:
 
           User A         User B   
          |                       |              
          |   INVITE F1     |              
          |--------------------> |              
          | 180 [SDP] F2  |   Callee B offer the session discription first           
          |<-------------------- |             
          | 200 [SDP] F3  |   The same SDP Msg from User B .          
          |<-------------------- |              
          | ACK [SDP] F4 |   Caller A answer with his SDP Msg .       
          |--------------------->|              
          |                       | 
          |  RTP Media     |             
          |<======== =>|
  Well, it can be found in the process to create or modify a session. BTW, the User A and User B represent different brand of softswitch. 
   
  Any further dissucion?
