The response code 199 is proposed in draft-holmberg-sipping-199-04.txt (see http://tools.ietf.org/html/draft-holmberg-sipping-199-04).
I don't know of any proposed use for 185, but in any event you're supposed to treat unknown 1xx responses as 183.  The fact that a 185 reason-phrase might be the string "ringing" means nothing - it does not, for example, mean you should treat it as a 180 - you should treat it as a 183.

I am unable to find 185 or 199 response in 3261, is it defined in any other RFC.

Please don't expect it to be a fixed well-known string, such as the "defaults" in rfc3261.  For example lots of devices use different reason-phrases for 4xx and 5xx error responses.
