If I understand correctly you are talking about time interval between INVITE and transection response to that message.?

What I suggest you is track a single call (or if it is possible traces
from live network) flow from end 2 end via ethereal trace and check
delay.
- When you get the value compare that with RFC.

For doing that mentioned above you will need a mirror port on switch anyway.
If you can not set the time of all components same via NTP and trace separately.
