Hi,
In case of PSTN interworking when call is redirected to VM or IVR server,then 183 Session in Progress is encountered[for analogous CPG from PSTN side] before actual subscriber rings[180 Ringing].
3GPP IMS scenarios with DQOS/RSVP or announcements are also valid scenarios where this sequence of messages are encountered.

Hi Jyoti,
Yes, there certain cases where 180 can be sent after 183. 
In case of 3GPP IMS, if SIP users wishes to have resource reservation mechanisms before beginning the session then such scenario is encountered. For call flow example u please refer 3GPP TS 24.228 or rfc 3312.
