Its hard to tell from the attachment (a text description would be more  
list friendly), but I think you're asking
whether or not you are supposed to get both a 200 to the CANCEL and a  
final response to the INVITE at the
originating phone? If that is your question, the answer is yes.

CANCEL is a discrete transaction. It _always_ gets its own final  
response.

Some other related notes for the list at large (since these questions  
usually show up on this list in a swarm)
* CANCEL is a hop-by-hop transaction - The CANCEL and its final  
response will only have one Via header field (unless you have - 
 >stateless<- proxies, but you probably don't).
* The 200 OK to the CANCEL does not mean the request has been  
cancelled. It means the next hop  received the CANCEL request, has  
found the transaction to cancel and is willing to try. You learn  
whether or not the INVITE got cancelled in the final response to the  
INVITE. (If it was successfully cancelled, you'll see a 487 to the  
INVITE).
