Again. Go read 3261.

A proxy never, I repeat NEVER, routes on To or From. If you are  
writing code that does that, you are writing code that will fail in  
the field.

The case you are talking about is routing an in dialog message. The  
BYE got to the proxy because of a Route header (the proxy record-routed
the INVITE or you wouldn't be in this case - the BYE would go  
directly to A). The proxy routes the request to A based on the  
request URI of the
BYE (since there are no remaining Route headers).

If that doesn't make sense, go back and read the section on dialogs  
in RFC3261.
