In the call flow you have below it will be the originating PSTN switch
that plays the "3 tone message"
 
Here are the reasons;
1. Only signaling was passed between the PSTN switch and IMS
2. No call was ever set up
3. These are prerecorded messages on PSTN switches.

Hi All,
 
I've one query....
 
When PSTN user makes a call to IMS (unknown user), who is going to play
the announcement (saying wrong number/user) is it terminating switch
(IMS) or originating switch (PSTN switch)?
 
If it's PSTN, IMS will respond with 404-NON_FOUND and based on the
response PSTN will play with announcement
 
If it's IMS, how and what would be the logic?
