The idea is that 180 can only play local ring tone. so if A is calling B and
B sends 180 without SDP, A will be playing local tune which is specific to
A's local configs. Only way to play B's tune would be to send 180+SDP or
183.

there may chance that in the 180 ringing we are able to listen HALLO TUNE
.can we call it is an media ???????

      take another case let A is calling B, & both are under differernt
service provider, B has set a particular HALLO TUNE,which is not present in
the A's service provider. so in this case in case of 180 ringing whose phone
will be able to play the music ???whether A???????
