This is incorrect.

It is quite possible to CANCEL a mid-dialog INVITE.

(Most reINVITEs will complete as quickly as possible in machine time,  
so the likelyhood of a successful cancellation is small, but there are
  scenarios where a user has to provide input to the UA before the  
reINVITE can be processed.)
