>From the callee side either you can decline the call (603 - which I feel
little harsh response from callee to caller)

Or send any 4XX (I would have preferred 480)

After getting 180 ringing .........................................it is
possible  to send CANCEL FROM THE CALLEE side.................please
asap

 

if not how to reject the call from callee side.......please asap
