Yes you can. We do this on our production network....
A cancel message is sent, but to close out the session you need to
follow these additional steps.
 
here is what the sip stack looks like...

After getting 180 ringing .........................................it is
possible  to send CANCEL FROM THE CALLEE side.................please
asap
 
if not how to reject the call from callee side.......please asap
