Microsoft has a tool called PortQuery and a GUI for it called PortQueryUI.
Go to microsoft website and search for Port Query in the download area. [Or
try Google search]
The application is built to debug Microsoft server products but it allows
you to customize it for your own use.

For a dumbed down version, download netcheck from Free World Dialup. This
one will only talk to FreeWorldDialup server but it will tell you whether or
not 5060 is blocked.

SIP Ports as per RFC 4340
5059 - SIP Directory Services
5060 - SIP
5061 - SIP over TLS
