Cancel transaction is handled in a hop-by-hop basis rather than between 
end devices. A stateful proxy may have created one or more INVITE 
transactions(due to forking) on the upstream and it may have to cancel 
more than one transacton based on the incoming cancel request from the 
endpoint.
