Te lo digo en español: se puede hablar a otro dominio pero no directamente con el numero sino de esta manera:
usuario A (100) de dominio1.com = 100 at dominio1.com
usuario X (1001) de dominio2.com = 1001 at dominio2.com 

entonces si queres llamar al usuario 120 de dominio2 tenes que marcar 120 at dominio2.com esto se ve facilmente usando softphones, por ej. el de xten que te permite ingresar caracteres tambien.

Porque algunos telefonos ip son muy complicados para marcar @dominio
Otro ejemplo seria por ejemplo con pwlver y sipphone
17475000 de sipphone quiere llamar a 47568 de pwlver, entonces tiene que marcar por ej: 47568 at fwd.com y asi marca al numero + dominio y el sip server lo manda a donde marcó y no busca el numero 47568 dentro de su dominio porque lo daria seguramente como erroneo.

De todas maneras a veces por medidas de seguridad se puede restingir este trafico, para evitar que usen otros servicios en vez del que uno tenga.

  But, who is the responsible for recording valid data into the SIP Redirect Server? Is it need to use DNS while recording data in a SIP Redirect Server?

   

  May I implement an application responsible for talking with proxies from these domains, collecting and exchanging data from their respectively Registrars?

  Is it possible in theory?
