Proxy Server can start a timer, if there is no final response, it may
teardown the session.

Hi,

Please consider this situation:

Assume that both clients (A and B) support 100rel. A sends INVITE to B
through proxy, then B send 1xx (non-100) with SDP back to A. So both clients
know other's SDP and they can communicate without establishing any session.

How to eliminating this type of communication, while still enabling early
media?
