[SIPForum-discussion] 301/302 for REGISTER message

Hi,

I need a specific capability in  the Registrar R1 to redirect a REGISTER 
message from a fresh endpoint if the  no. of Endpoints that can register 
with the R1 has reached the maximum limit. It can redirect to another 
Registrar R2 which is running to share the load.

In this scenario what response should R1 generate? Should it be 301 moved 
permanently or 302 moved temporarily? or any other appropriate response?

Any inputs on this is highly appreciated.
