All --

The SIP Forum Board of Directors has certified that the process for
creation of the captioned Task Group has been completed in accordance
with sf-draft-batson-taskgroups-5, and that there are no overriding
considerations that would preclude the formation of this Task Group.

Therefore, this Task Group is approved, effective 15 August, 2005.
Participants in this work may begin discussions on this topic.

The Charter for this Task Group is summarized on the Forum's website
at http://www.sipforum.org/content/view/182/214/

There is now a Wiki page for this Task Group at http://
wiki.sipforum.org/index.php/SIP_phone_TG

For now, please conduct Task Group activities on the main Technical
Working Group mailing list (to which this notice is being sent.) If
traffic warrants, we'll move either this group, or the IP PBX / SP
Interop TG to a separate list (or both).

Please note also that the proposers of this group should call for
their first conference call shortly, and designate a Task Group chair.

PLEASE NOTE THE FOLLOWING LIMITATIONS, which dictate whether, when,
and how you submit actual text intended to be used as draft
Recommendations, or protected technologies.

1) Copyright policy. The (draft) Recommendation titled sf-draft-
admin-batson-recommendation-5 is still in Draft status. (See http://
www.sipforum.org/index.php?
option=com_docman&task=docclick&Itemid=75&bid=34&limitstart=0&limit=10 )
. However, despite its Draft status, this Recommendation is still
the controlling Recommendation establishing the SIP Forum's rights in
contributing works. Please review this document prior to submitting
text for consideration in any Recommendations that are expected to
emerge from this Task Group.

2) Intellectual Property Rights. A draft of a Recommendation
discussing this issue is currently being written. It will be a bit
different than the IETF's policy, skewed a bit more towards a
requirement that submitted techniques / designs should be more
unencumbered, leaning away from the IETF's Reasonable And Non-
Discriminatory licensing approach. This is a tricky area to get
language, and policy straight. Therefore, this document is just a
little farther behind the Copyright document, and it may take several
more weeks for this document to be released.

Therefore, while work in the Task Group can begin, please be aware
that anything you say or submit in the process is being done in an
environment where these copyright and IPR issues are not yet formally
finalized.

Cheers
-jb
