Hi All,
Reminder about the BOF and inspired by Scott and Orlando’s messages to the list I thought I would create a bit of an agenda to at least kick off the discussion, don’t have to follow it, but something to get the conversation started.
1.
Introductions (10 min). Name, organization, and your connection to/interest in 911 or life-safety calling.
2.
Inbound: spoofed and untrusted calls to 911 (15 min). Orlando to recap what he presented at SIPNOC: what PSAPs are seeing, how it consumes response resources, and where authentication information is lost or unavailable on the way to the PSAP.
3.
Outbound: legitimate life-safety calls that don't get through (15 min). Scott to cover alarm central station verification calls and PSAP callbacks being blocked, labeled as spam, or misrouted, with real-world cases.
4.
Discussion of Scott's proposed items (15 min)
*
Using authenticated identity (A attestation, BCID/RCD, TN-level credentials such as VESPER) to protect verified life-safety callers from pattern-based blocking
*
Consumer opt-in tied to the authenticated caller rather than a number, so it holds when numbers rotate or carriers change
*
A fast, no-cost redress path when life-safety calls are mislabeled
1.
Next steps (5 min). Where the SIP Forum can help, whether through its own work or by bringing these gaps to the relevant standards groups (IETF STIR, ATIS/SIP Forum IP-NNI, NENA). Also: whether to hold a follow-up session, and who else should be in the conversation.

CGBANNERINDICATOR
Chris, Orlando, all,
Thanks for getting this started, Chris. October 2 at 1 PM ET works for me too.
On the topic question, I'd suggest we look at both directions of the trust gap: spoofed calls coming to 911, and legitimate public-safety calls going out that never reach the person they're meant for.
For those I didn't meet I'm with DICE Corporation, which builds automation software for alarm monitoring central stations and is a vetting agent for CTIA's Branded Calling ID, and IPtelX, a registered carrier specializing in alarm signaling also operating as a BCID signing agent and OSP.
Alarm central stations work in front of the PSAP. Before a station asks for a dispatch, it calls the homeowner or keyholder to verify the alarm, and many jurisdictions require this. Those calls are short, high-volume, and come from a small pool of numbers, which is exactly the pattern analytics engines treat as robocalling. When the verification call is blocked, labeled as spam, or lands in the wrong voicemail, the station can't rule out a false alarm, so police are dispatched to a home where nothing is wrong. The best outcome is a wasted response and a false alarm fine for the homeowner. The worst is a tense armed encounter on private property that never needed to happen. It's the same failure Orlando described that response resources consumed because call trust broke down, only coming from the other direction.
I have just a few items I'd like to see considered and discussed.
*
Recognizing legitimate life-safety calls. How can authenticated identity (A attestation, BCID/RCD, or TN-level credentials like VESPER ) work to protect verified callers such as central stations and PSAP callbacks from pattern-based blocking?
*
Consumer opt-in tied to identity, not a number. Subscribers should be able to say, "always deliver calls from my alarm company or my doctor's office," and that consent could follow the authenticated caller even when it rotates numbers or changes carriers.
*
Redress: a fast, no-cost path when life-safety calls are mislabeled.
I'm happy to bring the central station perspective and some real-world cases to the call.
I look forward to the discussion and to hearing everyone's feedback.
Best regards,

You don't often get email from orlando at smartcarrier.com. Learn why this is important<https://aka.ms/LearnAboutSenderIdentification>
Thank you for starting this email thread. October 2nd at 1 PM Eastern works for me.
Have a great night,
Orlando

Hi Everyone,
Hope everyone had safe travels home after a great SIPNOC!
I wanted to follow up on our suggestion to organize a virtual BOF session inspired by the talk given by Orlando on the issues being seen around authentication. I think it would be great to have a focused discussion on this and related topics.
Coincidentally, I’m at the IIT RTC conference, as you may/may not know IIT and Carol David and her lab has been a large supporter of NG911 and testbeds and there was a great set of talks and a panel about where things are around NG911.
I spoke with Marc and I think we just need to pick a date and Marc can coordinate a gotomeeting to have the online meeting to discuss.
I would propose October 2 maybe 1pm Eastern?
Thoughts on the specific topic? I think it would just be great to bring these communities together and talk more about this important topic.
