[SIPForum-discussion] ptime parameter at SDP

Hi,
I need help upon how to determine ptime parameter at SDP? I couldn't derive clear info from related RFC.

Is ptime parameter defined by the codec type we use, or is it defined by the UE or the equipment? 
How is the negotiation when only the sender or only the receiver party offers a p-time value, what happens when both of them offers different values?
