The codec payload itself is 20 bytes.  IP and RTP header overhead is on top of that.

The RTP header overhead is variable, but usual numbers are 20 bytes for IP, 8 bytes for UDP and 12 bytes for RTP.  With those numbers you'd have a 60 byte total packet size.
