Yes - with VM it can be implicit subscribe to avoid lots of messages - we use it in our network - some vendors set this implicit subscribe - worked well for the last few years now.

This is incorrect according to all published IETF specs I am aware of.
But I know it occurs in the wild. What software is generating it?
