Hi Ramchandra,

I had faced this issue very long time ago and as far as I remember # is not
changing to %2, its just showing you like this, but If you can check your
termination side, You will see that they have received it properly.
Its only on the Ingress side you will see it as %2.
Kindly check and compare the ingress and egress side traces.
