In your scenario, check and see if there is RSeq value in 180 response. If the INVITE is sent with Supported: 100rel, and a provisional response doesn't send a RSeq value, the call should continue without reliable responses. If the 180 response does have a RSeq value, a PRACK needs to be sent with a RAck. Please refer to RFC 3262 for more details on how the reliable responses work.
