[SIPForum-discussion] Call SIP witout message Ringing

just  few thoughts over these..as long as charging is considered..yes
charging ideally starts after 200 OK which is considered as the called
party picked up the call....and called party already says a word like
"HELLO"  on the fone ....but situation gets complicated incase of SIP-ISUP
interworking...SIP-H323 interworking....
