The B party is always expected to do the T.38 re-invite. That being said, in the reel world, some implementations requires to initially invite directly in T.38 and some even requires the A-party to do the T.38 re-invite. I would recommend no to have the A-party to do the T.38 re-invite by default, but something that can be enabled if some specific devices do not behave according to the standard/practice. Systematic A-party re-invite is likely to cause SIP glare,  which in turn is likely to make the switch to T.38 to fail.

Good day. Wondering using Fax T.38, isn't that B-party has always send Re-INVITE T.38 upon codec negotiation? Can A-party send Re-INVITE T.38 if B-party doesn't?
