Heather,

The "cic" is a tel URI parameter. As such, it is correct as shown prior to the "@".
See RFC 3261 for conversion from tel to sip URI.

I can't find anything in any RFC's stating if it is ok for the placement of a CIC code to be placed like so:

sip:62450000000022;cic=+15050 at 172.24.165.80:5060;user=phone;transport=udp

We are interoperating with a vendor that states it is in the wrong spot but I have found several examples where other vendors have it in the same place.
