Unfortunately the RFC doesn't specify the length. So it depends on the implementation.

Could anybody please tell me what is the possible maximum length
(bytes) of SIP URI.
One possible SIP URI is as follows:
sip:dialog at 196.1.110.254:5060;play=dialCard;locale=english;minNmbDgts=16;maxNmbDgts=16;fstDgtTmOut=10;intrDgtTmOut=5
