it depend on the headers you want to add, for example ASTERISK can add PAI\RPI some timers more headers,
and you manipulate its CHAN_sip.h file if your good at it

How to Add/Remove/Modify SIP Headers while creating a request from UAC for the propose of testing different-2 scenerios???
I mean to say is there any whiteBox or Blackbox testing tool??
